In normal scenarios, a user has to hit an extra click to deselect the button/big numbers or any other content which keeps selected in blue. Thank you for the solution. I have creates one sheet as per your logic. It removed the blue selection background, and now I need to add action on sheet to navigate to the second dashboard.
I have tries to add action on that but it is not working... Could you please try to add action on that sheet?
It’s working for me. Look for the thumb mouse icon and then click.
What if I am not using extract file ...will this shape soln work with Live connection and I publish report to server ?

When you add new shapes as per my knowledge you don't need to restart Tableau, you need to click on reload shapes... The new ones will show up...
Yes you are right. We can reload shapes. Mistakenly I restarted the opened instance.
