AIP in my opinion, shine when you get 2 stack of them. As with real life, with wolfpack tactics, you can decimate any stack of naval unit. They won't even have much health left to return fire, so the weakness in stealth is accounted for. Elite cruiser shines with their mobility as heli is short range. Late game, 2 stack of aws heli can decimate even cruisers, and with cruise missile capability and its own resilence against missile it can wreck havoc even on deep water. Very strong if used correctly. Only complaint I got is that it require frigate to research all of its tiers and that hurts alot, especially since it can largely replace normal frigate.
I really like using the elite frigate for carrying my choppers around and I find it to be an extremely valuable capability when it comes to invading other countries and assaulting coastal cities, I just wish that you could ferry helicopters to them rather than rely on extremely low helicopter attack range
elite bombers are my personal pick for best elite unit because of how oppressive they are. You can rush them and absolutely lock down enemy airfields/airbases far faster than they can get TDS or sufficient anti missile defense. Elite Attack helis are also among the best because even with stealth reveal, those unit's sight range are too small to see it effectively meaning it is incredibly hard to counter it even with stealth reveal. In competitive play these are the scariest units you will ever come across. EMBT suffers just like how normal mbt suffer. They are melee and thus vulnerable to artillery. Personally not a fan at all. Railguns are decent as well but they are really only good as anti heli AA as they are outclassed in all other areas. Artillery has better range, sams have better damage, and tds have better range and missile damage.
Some changes that I would make. Elite Sub: Should be moved to A tier. Fully maxed out it does 20 damage to vessels. Where a fully maxed out Cruiser and Frigate only does 5 damage to submarines. It gives you strong Naval superiority to protect your ports. And it's stealth level 1. Elite Helicopter: I would move down to B tier. It's not stealth until game day 20. Would get destroyed early on from Air Superiority. It lacks range. With only 450 from base. Would need several air bases everywhere.
Railgun and eaa are super powerful the eaa is great early game against inactives noobs and a fast response force railguns are usualy in my support stack just because its a versatile unit if air comes it will shoot it down and if i see an enemy ill engage it from distance but all elite units are decent in my opinion
Whenever I play as an island nation I always go for frigates + elite frigates with ASW/gunship helicopters. As the game goes on I research the submarines too. In my personal opinion 10 elite frigates + ASWs at max level will dominate the map. This the best way to obliterate most of the players' navies
I agree with a lot of what you said but i think you under cut the frigate it dose more AA damage to chopers and its attack range is 100 at level 2. If active you can Outrage cruisers fairly easy. And 2 in a stack when the units are level 2 they can transport 6 choppers. So each stack of Frigates can have 5 asw chopers with them. Food for thought, buddy..
But nobody uses choppers..And the Naval choppers are poor against vessels. They only attack Submarines well. Which is also not used often. It's mainly Frigates, Destroyers and Cruisers.

Improved graphics would be welcome for sure, but I think that it is less important in a game like this. And yes, elite units are pay-to-win. Newer staff at Dorado recognize the problem, and hopefully, the system is updated in a positive way in the future. I think some of them are balanced, but a lot of them are not as cost-effective vs. normal units.

You should also stack mechanized infantry with tanks as flank support . It increases survival. Elite frigates work well when paired with cruisers

Fair enough. I haven't really had time to do alliance battles myself, I'm sure that mandates a whole different playstyle.
