For B) i used the rate equation to find out the K value and then substituted it into the 2nd reation, i got the same answer.

Sorry james for the question, i thought the first one would be called rubidium perchlorate as there are 4 oxygens, similar to Mn04-?
Exam board required the inclusion of the oxidation number for Cl. I would always advise on giving a systematic name rather than something like perchlorate
