If Luigi doesn't show up in the Battlerock galaxy you need to talk to the mail toad in order to be able to get the star (Took me 2 hours to figure that shit out)
Guys the battle rock galaxy or whatever it’s called is unlocked like this. After you free Luigi from the spooky ghost galaxy (forgot that one too), he looks for stars. After one mission passes, he gets lost in hood egg galaxy, and you find him. Then after a few more missions he gets lost a battle rock. The mailtoad is where you get the letters from, which have pictures of his location. Hope that helped
You need to have Luigi's mail. This exact mail (08:10), which can be seen in the Pause menu. If luigi is in the battlerock, there should be a green ? Question mark as you enter the battlerock.

it’s after you unlock a certain amount of stars. idk the exact amount but i’m 37 and haven’t gotten it yet
You have to rescue him from the haunted mansion in one of the later galaxies.
