I like the idea of a universe where when Batman does die, none of them take up the mantle and they just enact their own form of justice to make up for the loss of batman, where it explores the idea of how Gotham is hurt by the loss of batman and how each of their ideals they enforce are seen by the public and it's effects on Gotham
Honestly I feel like a Cassandra and Tim duo would be the best possible outcome, Cass is the best fighter and can handle that aspect and Tim is the best detective and could handle that aspect, they both also follow the no kill rule pretty strictly which puts them above quite a few of the others
I finally found someone with the same opinion! I'd love to see a story with Cassandra taking over as Batman with Tim Drake being her robin. Tim has always been Batmans best partner, Cassandra understands the the mission, and as you mentioned they cover each other's weaknesses.

Dick, because he doesn't want it. Jason would be too angry - feeling unworthy, Tim would want to retire soon as he starts, Damian is too proud, he would want to have his own identity.
Tim lacks in battle compared to the others but he’s got the brain, nah. Jason goes against all that Bruce and Batman is supposed to stand for but he’s got more devotion, but nah. Damian has issues and is still young and needs to train more so no way there. Dick doesn’t want to be, BUT, which people seem to ignore that he’s WILLING to become the Batman and he excels and is equal to Bruce so no matter what opinion, he’s the only right choice. Bruce at times also doesn’t wanna be “The Batman” with statements like “Dick is a clearer vision of what Batman is supposed to be!” but he still does it and loves it just like Grayson. Grayson is equal to Bruce everywhere while being superior in accepting help from others which makes him a better hero and almost a better Batman. Jason’s Bat suit looks badass though!
My favorite part of Morrison's run has to be the first-ish meeting between Gordon and Dick as Batman. "I've allowed you access to a subject and you dragged him screaming through the streets. Who the hell are you?" " *I'm Batman.* "

Nope! I love Damian, but imo he needs to/currently is find his own path away from the bat. In fact, he’s moreso bringing the morals and qualities of the bat into his parent’s history. There is battle for the cowl yes, and dick does take over for Batman then but I’ve always thought that Jason would be a more interesting Batman. It would take a hell of a lot of effort with the writing and slowly developing his character into something that would follow Batman’s golden rule, but one argument Bruce and other characters make is that once you’ve killed it’s oh so easy to slip and kill again. So the moral challenge for a Jason Batman would be to not kill and I wouldn’t mind if it takes a lot of effort and commitment for Jason to not kill, maybe even going for it once and being stopped by Robin/family member. There is a fanfiction that shows Jason as Batman, it’s a time travel fic and a lot of Jason’s redevelopment into Batman is explained in flashbacks, the fic can get a little Mary Sue ish at times but most time travel fix it fanfics are. While I like dick Grayson Batman and the dynamic between grim and serious Robin and slightly joking Batman is a fun reversal of the usual roles, Dick’s time as Batman sucks for him, and I get why the young justice version of dick Grayson Robin stated ‘I don’t want to be The Batman, anymore’. All of the bat sons have very interesting tales to tell if they become the dark knight, as to who would be the best pick for that…I think Jason would be a great moral story to tell but mostly as either a one shot type thing or one off Batman. Dick would be great so that we could peak at that side of the character but have someone take over from him relatively quickly as honestly dick is the most social hero, and Batman actively chases heroes from outside the family out of Gotham. Tim would be a great finale type thing, a grand mystery being solved. Damian I think would be the most interesting to see moving onward with the mantle until we get to the days of Batman Beyond and Damian could eventually pass on the cowl to Terry Mcginis.

Night Wing symbolically, but Jason in practicality (due to Jason's perfect resurrection, he's technically immortal)
Nightwing is literally the next option for Bruce it isn’t even a topic to talk about, Dick is literally a natural born leader who has led the Justice League, Teen Titans and Titans he has so much experience under his belt and is basically a second Batman already.
