depends on the question... if referring to the effectiveness of an indirect tax to discourage consumption, one can use PED to evaluate, saying that the extent of the effectiveness will depend on how price elastic the demand is; in cases like tobacco, raising awareness and reducing information failure along with higher taxation may be more effective that just increasing the tax rate
