Actually, in a sense it is, but mainly as "Amercian/N. American music" but referring to pop contemporary music coming from there, and at times jazz music. Quebec province in Canada is a bit different because they're so Francophone preserved but not a carbon copy of France, but developed something Québécois. I've also heard the native indigenous music of the North American continent also referred to as North American music, although not frequently. But I understand what you're questioning, and I think it's because in the anglo countries of North America, the anglo forebears were more firm in just calling the land and its people/culture as "American" and claiming the land as such, because it's "younger" than South America and its cultures. Remember, Mexico/Central/South America had outright civilizations and kingdoms already before the Spanish (and Portuguese) arrived. But the indigenous of USA/Canada were not as "advanced" and pronounced as the indigenous of the what would become the latin lands. Plus, USA/Canada did not develop a "mestizo" society and culture where it was so strong and became the everyday culture and people.
