When ya think about it, Eddy and Daffy have a lot in common in general. Both are greedy, underhanded, and prone to manic behavior. That being said, Eddy's always been my favorite Ed, and Daffy's always been my favorite looney tune.
So I was thinking about this randomly because waaaay back in the day I used to watch this clip back before it was youtube. And I mentioned it to my wife and she had no idea what I was talking about, so ended up showing it to her. Her first comment was 'you know, it makes perfect sense you used to watch this all the time. It's very well animated'. Thanks for putting it up on youtube so I could relive the memories.
I'm pretty sure the moments of his voice are voice clips from the show. I may be wrong, but I feel like I've heard him say those lines before on the show.

Funny how no one replied in 10 years, but I'll bite. The technique is called a boiling line, you just re-draw the outlines for a few extra frames and the minor imperfections between each frame create a wiggling effect.

This reminds me of the Hey Arnold episode where Arnold sings that he's crazy and does a bunch of stunts to keep Harold from beating him up. Both Hey Arnold and Ed Edd n Eddy were fantastic shows.
