The Pithru Tarpanam which is part of Brahma Yagnam has to be done by ALL men and boys with Yagnopaveetham, irrespective of whether father is alive or not. The Tarpanam done on Amavasya, etc. is to be done by those whose father has passed away. It is best to learn and do this under the guidance of your Acharya / Vadhyar / priest.

You can continue to do twice. There seems to be a small difference in Sampradayam from place to place, and between different books about whether this is once or twice. My suggestion is that, in case of such minor differences, one continues as one has been taught by one's family elders or Acharya.

This has been clarified by learned Acharyas and Shastris - the Pitru Tarpanam in Brahmayagnam is for Trutikaranam (satisfying or pleasing) all ancestors / previous generations in the world in general and NOT only one's own ancestors. It is different from the Amavasya Tarpanam. Amavasya Tarpanam is to be done only by those whose father is NOT alive. Brahmayagnam including Deva , Rishi and Pitru Tarpanam MUST be done by ALL. On father's side (i.e. your own Gothram), Tarpanam is offered to father, paternal grandfather, and paternal great g.father, and their wives. In your case, since your mother is alive, it will be for your paternal grandmother, and your father's father's mother. (total 5 people). On mother's side, offer Tarpanam to mother's father, his father, and his father, and their wives. (total 6 people). Easy way to remember without getting confused, is that you are offering Tarpanam to ancestors belonging to 2 Gothrams - your own Gothram and your mother's Gothram before her marriage.

In this Tarpanam, the names of 3 generations of ancestors (father, grandfathter and great-grandfather) are specifically mentioned, and Tarpanam is offered to them. Unlike this, in Brahmayagnam - although it is called Pitru Tarpanam, the Tarpanam is NOT offered specifically to a particular departed soul - it is to departed souls in general. Therefore, complete Brahmayagnam, including Pitru Tarpanam, MUST be done by all, including Brahmacharis. It is on account of misconception and unnecessary fear that some people dissuade Brahmacharis from performing it.
