I would have consulted with the 18 son, see if he'd be willing to room with his cousin and leave the decision to either cohabitation or move out to him. He might step up as a godfather for his cousin's kid and possibly be thinking of vacating for a university dorm anyway to attend that school. Either way, he's an adult, doesn't need my protection, and can make his own decisions.
