Because on the given pH, the hydroxyl of tyrosine exist in the protonated form as OH (pH OH predominates, if PH >pka =>O- predominates). OH doesn't carry a charge. Now for the terminal Amino group it's positively charged NH3+ predominates under the given pH.

why is the pka of alpha amino group 8? Shouldn't it be 9.11 because it is tyrosine
