Agar kisi department mein vh post suitable nahi hai to phir bhi block 1-25 mein vh ko hi rakhna hai ya wo hh block se start karenge please guide mein. Please reply

Case: Promotion order was issued on retirement date 30.06.2023, but not implemented for calculating any pension benefits..order regarding taking higher responsibilities & pay fixation were not issued. By which rules this ex-employee can get this benifit if eligible

5 years service record is required and minor penalty effect on total marks of service record
How many marks will be deducted???
