15:30 no sir, the head of the department should ALSO know all that info or they shouldnt have been promoted, stop hiring managers from outside and promote from within, if they dont know the job duties and responsibilities then they should be fired and replaced, professionals call that gross incompetence and admitting to them not having been trained to do the job can now be used in any law suit brought against those agencies.... thank you for that...
