This is a drive through part of Galway city from Father Griffin Avenue to University Road via Father Griffin Road, Flood Street, New Dock Street, Merchants Road, Victoria Place, Eyre Square, Williamsgate Street, Eglinton Street, Saint Francis Street and Saint Vincent's Avenue. I'm not sure to be honest, I very much doubt if it's free though. There is a couple of car parks within walking distance from the square.
