Carbon 14 dating is the supposition that C14 fell from the sky at a certain rate, then they claim they can count the quantity of C14 in the process of buring a bone or a twig. I know where your "citation" comes and that whole assessment on that complex was debunked. Most of the Harrapan/Indus complex is about the same age.
