Yess, specs in Range (+4,-4) is allowed. you can check the actual Range on Website/Notification. (I don't remember exactly whether it is 2.5 or 4 Dioptre. )

Apne college se banwa lo Character certificate. Or else, Character Certificate template google se download karo, ya type kar lo dekh ke, then print karao, and ask any authority form College or School for sign and seal. Done.
