A historical and biographical picture about the great Russian naval commander Fyodor Ushakov.
The events of the film take place in 1785-1791 during the war with Turkey. Prince Potemkin, the favorite of Catherine II, entrusts the young Ushakov with the construction of ships. The Black Sea Fleet is created in the shortest possible time, despite the plague epidemic and fires, and Ushakov becomes a national hero.
