The plate mount is the most common and more versatile method to attach a foil to a board as it allows for front to back adjustment, allowing you to fine tune the placement of the foil. The best placement can vary by foil size, fuselage dimensions and placement, mast angle, so it's nice to be able to adjust the foil placement.
A tuttle mount is not adjustable, so the tuttle foil mount needs to be installed in the exact right location on the board to work well with the board. The advantages of a tuttle mount are a strong, light weight connection to the board as the carbon fibers in the mast run directly straight into the board and into the Tuttle mount that is connected to the deck. This also requires less bulk at the base which results in a more streamlined connection point that has less drag.
At lower speed this drag is not very noticeable but drag increases exponentially with speed and becomes very noticeable when touching down at high speed. In my experience, the tuttle connection has noticeably lower drag when touching down at speed and comes off the water easily and smoothly while a plate mount can have a breaking effect. This can lead to overcorrection and breaching on the rebound or slowing down and coming off foil.
So for most surf foilers, wing foilers and SUP foilers, the plate mount is the most versatile option though the tuttle has some high performance advantages for racing.

Yes, at slower speeds you can’t really tell a difference in drag.
