You can enjoy ramming other vehicles by using the cheat "perfect handling". You must just use this cheat and get a fast car to do this. (you can also use "all cars are black) cheat to make this more effective)
The admiral can't be saved as it loses the Heavy property after the mission whether it's destroyed or not, not that it matters anyway as heavy vehicles can't be saved in the garage in Vice City, this is also the case for Gta3 and San Andreas, once the garage door closes the Heavy property is deleted from the vehicle, unlike the Admiral, the Heavy BF Injection from "The chase" will still be Heavy after the mission but once you place it in the garage it becomes just a regular old buggy, the only Gta games where you can store Heavy vehicles are LCS and VCS
