I have Sun in Libra in 3rd house at 21 degrees in D10 but Venus is placed in Taurus in 10th house in D10 - does it cancel the debilitation ?
nope. Venus has to aspect Sun. This can happen only when Venus is placed in the 9th house opposite to Venus.
