if phone is starting from 0.200 amps boot Current .its mean its usb IC also called (tristar or u2 hydra whatever)is faulty and replace it

Chip size are looking similar but internal circuits design is different. So don’t mach ic is different.

It's difficult to say, your description is very vague.
If you type *#06# into the dialer does the IMEI number show up?
What SPECIFICALLY does it show when the sim card is inserted?
With the sim card inserted, if you go 'settings', then 'About Phone', does the ICCID # show? If so, then the phone is reading the sim card and your problem is elsewhere.
