The context is clearly holy war, and the scope of violence is broadened to include "hypocrites" - those who call themselves Muslims but do not act as such.

The penalty actually is not death, it is said that for leaving Islam a person should believe they would be put to death but they actually aren't.
Unless you want to understand this ruling in depth, that is all you need to know. Leaving Islam is not strictly punishable by death otherwise each time somebody left there would be a death and there isn't ....
