No, you only need to be in a private server
Fairly sure you do need to buy the PS+ gamepass to use the movesets, but they’re free to make. Not entirely sure though, you’d have to check. Though if you can’t see it because you whitelisted someone, you have to whitelist yourself too.
Well i ave whitelisted me self but i every time i see a vid of somone with ps+ gamepass they ave the custom movets section.
