the main difference between sasae and hiza garuma is the direction of kuzushi. Hiza has a big wheeling motion, kuzushi is around, for sasae kuzushi is more directly towards yourself.

If the foot is their back foot then you go to the knee and wheel more. This also explains the difference in kuzushi someone else mentioned elsewhere with hiza being more circular and sasae being more straight lined towards you.
