This is precisely the problem with Burmese. Their logic is completely and utterly off. This program is based off ignorant Burmese culture dominate policy. The program wants to show, "see Burmese are poor too, they also suffering from the Burmese military. Not just, the ethics, some of us are suffering too.! The basic fact is Burmese are suffering from abusive Burmese military. The Shan, Mon and Karin and Kachi are in poverty because the Burmese occupation, a foreign invaders AKA Burmese. The war will never end as long as the Burmese people are unable to accept the fact that Shan state is different country and have no historical and culture tie with the Burmese.
