Prof. Priyoranjan eloquently articulated the very foundational concept 'The Idea of Manipur' that has shaped Manipur's identity. Thank you sir!

During every Lok Sabha election time the Yelhoumee (descendants of aboriginal and original inhabitants) Meitei living in eight Assembly Constituencies of Thoubal Kakching and Jiribam districts cannot contest and field candidates for no fault of theirs. Where have their political rights gone? The same has been the political destiny of Yelhoumee Meitei living in the Churachandpur and Kangpokpi districts for the last seventy-five years. Who are the Kirayadaar (tenants) and who are the Makan Malik (landlords) there, it's very simple to understand. Where has the political IQ of some of our Meitei professors and their ilk who don't understand the English equivalent of the Manipuri word Yelhoumee written in India's Constitution gone? Why don't they bat an eyelid even so long? Can this be a part of the idea of Manipur?
The MLR and LR Act 1960 divided Manipur into two parts. This Act is extended to the whole of Manipur except the hill areas thereof. The hill areas (92%) have become scheduled areas whereas the valley areas (8%) have become non-scheduled areas. A line of laxman rekha has since been drawn and today's buffer zone line is a bad carbon copy of this scheduled and non-scheduled dividing lines. The physical map of Manipur may remain integrated but the emotional boundary has since been disintegrated. Can this be a part of the idea of Manipur?
Visionary political leaders of Manipur like Rungsung Suisa, the first MP from Outer PC, Rishang Keishing, the three-time chief minister and RV Mingthing, another former minister, lovingly asked the Meitei brothers at different times to join the ST bandwagon for many reasons. Rishang Keishing made a last attempt on October 31, 1981 to include the Meitei brethren in the ST club. Like the pot calling the kettle black, some vociferous yet orthodox Meitei elites who always thought of ST as children of a lesser god (hanthaba thak) staged a protest dharna at Keisampat against the move. The proposal of the then chief minister was stillborn. RV Mingthing, during his lifetime, joined several meetings of Meitei ST demand committee, supporting the cause.
How come some Meitei professors who opposed the ST demand tooth and nail have a common agenda with illegal immigrants in opposing the Meitei ST. Haven't they been taken for a ride by our adversaries whose hidden agenda is open today? There's a list of Manipur's Yelhoumee communities appended to Article 342(1) of India's Constitution where neither Meitei nor Meetei is listed. Are we Meitei a group of self-styled Yelhoumees only devoid of Constitutional recognition? Can this be a part of the idea of Manipur?
The Census of India in 1881, 1891, 1901 and 1931 recorded the Meitei as a forest tribe, Hindu tribe and main tribe etc. Only from the Census in 1951 was the Meitei mistakenly delisted without assigning any reason thereof either to the State government or the general public in gazette notifications.
The Apex Court of India in a judgement dated 5th Jan 2011 on an SLP (Crl) No. 10367 states, among others, that STs are descendants of the original inhabitants comprising 8% of India's total population whereas the remaining 92% are descendants of immigrants. The landmark judgement was signed by Justice Markandey Katju and Justice Gyan Sudha Misra. Where is the Meitei between the two -- either original inhabitants or descendants of immigrants? Can the Meitei professors who opposed the ST give a reply about Meitei's position? Can this confusion be a part of the idea of Manipur?
Aren't we paying the price of ignorance and negligence accumulated over the years by becoming today's refugees (IDPs) in our State? Aren't we like a group of political prisoners under house arrest confined within a space of 6% of the total unable to cross beyond Awang Sekmai? How many Meitei Ojas who opposed ST know the Kangpokpi district boundary begins from Langol Cheiraoching and Baruni hills, let alone Koubru and Thangjing? Can there be a shining Manipur with sinking Meitei? Can this be a part of the idea of Manipur?
