They have horizontal window blinds on the outside of the building angled in such a way that they block direct sunlight in summer keeping it cooler, but allow it to shine through in winter allowing it to warm up.

There is a conservation of energy and laws of thermodynamics that means whatever heat was in the house would have been generated if the house was not there anyway. Eventually, that heat would eventually dissipate outside the house with or without AC. Laws of thermodynamics. The only delta in terms of increased heat output would be depending on what source of energy is used to run the AC. If I have solar panels or wind as source of my AC power then air conditioning has no net effect on heating the earth (putting aside refrigerant leaks after units are disposed of assuming that refrigerant is not properly captured first).
