I have also recommended this before, but watching let's plays of this game to get a better idea of what works would do something similar. Finally, playing on a slower speed would mean you could do more during a shorter period of time chronologically in the game.
why are you not using all those open military factories and dockyards? you're wasting production capacity. Plus you need to build an air force. If you are struggling with resources, move to a closed economy where none of your resources are exported.

Drew close your economy, you produce about 2000 steel, but export it all. If you close it, nobody will be abel to use those resources
