A tag sends out a ping with a timestamp, and when three receivers get the signal, they compare the current time to the timestamp which gives the distance away from it the device must be. Your phone (or GPS unit in this instance) gets data from multiple satellites to give you your location. Another example is 911 operators being able to locate the caller even when that caller doesn't provide their location. If you don't know what you are talking about, best to keep quiet.
You are normally within range of multiple towers and they each can sense the very precise timing between send and receive between the tower and the device. You use those timings between multiple towers to create a more precise map of where the transmitter and receiver are physically from each other. also wifi networks are mapped and logged too even if you don't actually connect you can see them listed if they broadcast and that is also mapped globally and used to further enhance precision, add to those two ways a smart phone can show location gps... good luck.
There is totally a rule of thumb. The phone is handed off to that tower, or it isn't. You just cannot use the absence of a signal to prove that you were NOT there.
Back in the Nokia days, I would frequently pass through this one section of highway and all of a sudden the clock would lose an hour. About 3 minutes later it would come back to my timezone. The nearest location that could have had that time zone is about 100 miles away, so I am assuming whoever booted up that tower set it to the wrong time zone.
Last month a local store was robbed. And since the closest cell tower covers my home and that store that means I ROBBED IT. Me and around a thousand others.

Nope, they can isolate your phone from the other phones with data. Cellphone towers are kind of like big wifi routers. When you connect to them your device gives them a couple identifiers (eg: phone number, IMEI, serial number, etc) and then your device gets assigned an IP address by the ISP's network. Sure, people can modify their phones to either not give that data, or give false data, but the people who are modding or spoofing their phones like that aren't usually out doing street level crimes.
