I get that Bioware tries to make you simpathetic with the magi cause.. But i wanna be totally honest, if humanity had to deal with a subset of the population that was inherently capable of being a weapon we would totally do worst than the circles.. unless they got in power in a country were they are a significant minority..(like Tevinter). Humanity as no 1 to 1 comparison for magi.. the closest thing would be a SAFE CARRIER (or Asynthomatic Carrier) of a deadly disease. They are not affected but they can kill anybody on the spot. Their freedom would be curtailed for the greater good.. and would society be so wrong to do so? The difference being Magi can learn to handle their "gift" safely...sort of.. But any society that has to deal with superhumans either goes full extermination or full caste society.. the concept of "democracy" and "equality" cannot survive a population where some are inherently "better"/more powerful than others. Media like Dune, StarWars or historical example like the rise of feudalism and the shogunate show that when you have elitewarrior (either through genetics or training) being king of the battlefield those people carve a elite position for themselves into society. When technology or wealth or population boom bring "democracy" to the battlefield in the term of citizen militia, conscripts etc etc society tends to become more egalitarian. example.. Rome started with a citizen militia, power was slowly expanded to the citizen soldiers, citizen had the duty/right to serve... when Rome switched to a professional force power moved away from citizens to the army, when europe became poorer disconnected and at the mercy of raids those few who could afford better training, better armour became supersoldier (knights) fighting mob and rabble, when technology and population boom and wealth boom brought more people into the battefield the role of those elite was put to the test. When firearms leveled the plain field the power of the citizen in arms grew once again.. reaching their peak into the XX century with the curious spread of universal voting rights.. And as a bad guy once said: "when everyone's Super, no-one will be"
