First Bank won't issue certificate for every card holder there is no such thing. Second thing encryption of POMD using private key of customer? How you will get private key of customer? Usually they do the encryption using public key thats what i know correct me if i am wrong

if you use public key for encryption that doesn't achieve authentication as any one can send the message.
so we have to use double encryption for achieving authentication and confidentiality.

as you said the bank only gets the payment information, then how can bank form the pomd to verify it with the received one. As to form the pomd bank should have the payment as well as order information
