There is an easy way to get to border with ine elytra. However machine is difficult. Its called Lag Machine. It slows down the tick rate which creates lag while breaking block(when you break block when lag machine is activated it will drop after minutes/secs. So as it creates lag you can get to border using one elytra.
For the enderpearl not working u could make spawn chunk as it reloads world frequently. Or leave and rejoin it will reload the world

For all of people who thinks he got elytra from creative thats not true. You cant use any type of commands like /locate, /gamemode etc on hardcore. He got elytra from legit way. Respect
In my survival world i have 6 elytras
I raid almost 10 end cities only 6 of them has elytra room

You can easily do that just turn on LAN world in singleplayer world and turn on cheats but ik he didnt cheated but u can do that

You can find nearest stronghold and enter it and go back,You will go back where you spawn
Stronghold only spawn upto 30k blocks
Just find other endportel go to u r spawn
There was an easier method. You could just make it in your spawn chunk which is always kept loaded by the game
