Yone can have a 48% wr and still be broken because his kit itself is so broken and braindead even a newborn baby could do well with him.
Winrate doesn't indicate anything. A champion can still be broken with a low winrate simply because of the way their kit works.

Sylas jungle has a 48.6% wr and 30000 games. Lillia mid has about 300 matches each patch and hovers around 50%. I would argue that sylas is a more functional mid/jungle
