Austen Nava the only thing really difficult about the heists is other people sucking at the game. If they were possible to do solo then they would be too easy.

In Belgium we need the king's consent to pass laws too. One of our previous kings didn't want to make abortion legal so the government deposed him for a day and passed the bill anyway. If the British monarchy is as powerful as the Belgian one, the law-passing thing doesn't mean much.
It's merely ceremony. The royal family are simply a living tourist attraction nowadays and do public events all over the world. The queen can stop any law being made she just doesn't. I imagine if an absolutely horrendous law was going to be passed like all families must sacrifice their first born to a volcano she might stop it but short of that she won't intervene.

They could do a lot more with the free roaming stuff, probably several let's plays worth of it. It was hilarious watching them try to get into the gold luxor, but whilst doing that they missed out on several events. Hope to see more free roaming!
