4 euro cooking oil, 2-3 euro bread, 2 euro eggs, rent monthly 300-400 euros in Frankfurt, 150-170 euro for maintenance, gas and electricity charges monthly, 110 euro medical insurance monthly, 70 euros bus transportation till university monthly, 250 euros monthly on food. Sending jeans, t-shirts, jackets every 3 months.

Uk is more expensive than Germany. But if he has a uncle there than it's fine. I think he need to apply in some universities there get admission letter then apply for a student visa for uk

No the ielts is not mandatory although you have to show them your language proficiency it can be either of ielts or Goethe (English or German proficiency)

For private uni. Payment of 2 semester fee is mandatory in addition to blocked account. For public universities only blocked account is necessary
