Where it is in relation to CG isnt as important as how Strong the hook is attached to the Plane, IF the hook rips out the Plane will Nose in hard, I used the Front wheel mount On this plane Which is Well in Front of CG. AT CG Works Fine too,Just Use Common sense and beSure the tail doesn't hit anything, also make sure the hook releases easily and Wont Catch on anything For example, servo linkages!

Why should I or why should I not launch with full power on?
It depends on the plane. Edf jets need a lot of thrust to get in the air while a plane with large wings can take off with half throttle
