I believe they removed this restriction of having the 2 in the same deck now it is
the 4 cost 1 action sukuna u can only have 2

@@d4c925 yes I am confused about it too. People at my locals say that the updated restriction of the 2x 4 cost Sukuna is for the Japanese set and the English set still has the old restrictions. So I am not sure which one counts.
