Here the object is "poor and needy" and action is "helped"
the rules for changing active into passive are:
1) the tense of verb should be changed i.e help should change into helped.
2) the object of the verb "poor and needy" becomes the subject in passive form.
So the correct answer should be: Let the poor and needy please be helped.
But ssb gives " you are requested to help the poor and needy as its answer, which follows none of the above rules.
Even google suggests so. Please check this question sir

modulator converts digital into analog signals and demodulator converts analog into digital. and most appropriate is modulator
I was also thinking same ...modem is for both modulation and demodulation...

I attempted at home getting 76 but this is really tough paper some questions were out of context I don't know what was the logic behind asking such vauge questions....in exam pressure many good aspirants I think only score in 60-65 .....those in this range are having good chance to see their names in the final list.
