It's because, as we know, quartz oscillators don't allow a large frequency deviation, due their high quality factor, "Q", wich give them their characteristic stability and precision of frequency - and this the reason why PLL circuits are used for those devices. Now I've watched what happens: this transmitter of yours is a free oscilattor one, the crystal works as an simple capacitor, and this is the reason why the frequency changes all the time - and, in fact, if the quartz crystal could works as a real one, you would tune the transmitter, by the small FM radio receptor, at 108 MHz, wich is the fourth harmonic frequency of a 27 MHz quartz crystal, in instead of about 100 MHz, that were showed by its dial! Then, I'm so sorry, friend, but your transmitter is not a quartz crystal one, 'cause it equates to a LC one - and this explains why it has an audio too deep, wich never would come from a quartz crystal one! So, the only solution is make a PLL FM transmitter, whose reference is the crystal oscillator for stabilize a LC oscillator.
