Ill help try and clear some things up here. At every defense installation, there is a blue line, usually painted a couple of hundred feet from every entrance to the base. That line separates you from federal and local jurisdiction and to indicate that anything past that blue strip is government property. It is also purposly painted in a spot where it makes it nearly impossible to get a good picture of what's going on at the entrance of the base. I can promise you that this gentleman was well into federal property. The moment you cross that blue line you can no longer record anything without the commanding officers written permission. Even dash cameras have to be shut off. This is because military bases have been targets of terrorist attacks at the gate, and someone somewhere is constantly looking for a way to penetrate that barrier. That's why at the gate, random antiterrorist measures are employed by security forces to ensure that if someone was watching, they can not detect a pattern and exploit a weakness in the base entryway procedures. We have arrested people who were filiming the gate past the demarcation point because you are now in violation of 18 usc 795. Illegal photography of a defense installation without the permission of the commanding officer. At that point, your camera is forfeited to the government, you are handcuffed and the local sherrif is called. You are written a federal ticket and required to show up in the local counties court.
