That's because he didn't pay taxes for years and owes the IRS millions, so he went to court and instead of serious prison time the judge agreed to let him continue to make movies with like 90% of his pay going to the IRS. So he will agree to literally any movie, which is why we've seen him all over the place in the last decade or so

Leaving Las Vegas and Bad Lieutenant Port of Call of New Orleans came out like 7 years apart, during which time he also did Gone in 60 Seconds and Con Air which is a Don Simpson movie I think. That was when he has some artistic freedom. Now if you've got the money and send him a script, he'll do your movie

Look up "how nic cage lost his fortune" he just lost some of his reputation in Hollywood but if you check out his most recent roles like Mandy or Drive Angry or Color out of Space, he's in some really amazing psychedelic gory horror movies that I love.
I don't care what anyone says, Cage is a bloody great actor, it's harder for an actor to go as full on in a role as he does as opposed to a quiet stoic performance, it's easier to reign someone in than push them out.

I've been an actor for 20 years and "Adaptation" contains one of my all-time favorite performances by any actor. He is shockingly fantastic in it (everyone is, the whole film is incredible)
