you lift them and they come down slowly on their own? Id look for a break in one of the hydraulic lines somewhere, if not that it could be the control lever is broken sending a false signal to slowly lower them, or contamination in the fluid causing the valve to not enter the up-hold position fully. could also be the little plunger is worn on the sides. how fast are they coming down and does it matter if the machine is off or on?
