Another reason Windows 3.0 MME became a footnote is it was only on the market for around a year before 3.1. With 3.1 PC manufactures just customized Windows like they were doing with MS-Dos previously so you'd have Dos and Windows setup to use the sound card and CD along with extras already installed on the hard drive out of the box.
There was a "3.1 MME" (called Microsoft MultiMedia Pack for Windows at that point) which was also OEM-exclusive but since 3.1 came stock with multimedia capability it was its own unique package consisting of the exclusive 3.0 MME add-ons (Alarm Clock, Music Box, HyperGuide, etc.); known distributions are from Gateway 2000 and Packard Bell.
you should do something on modular windows 3.1... from what i understand it was released only on the tandy video information system which itself failed and then was never released on anything else again
Tandy Sound Blaster is not available on my DOSBOX (from my smartphone and my Windows 11), only Creative Sound Blaster OEM (found on CD-ROM of Windows MME by the date through timestamp: December 1991) Yomaru Kasuga

using 86box i never was able to use cd audio (from images with audio tracks) within windows 3.x (mostly windows for workgroups). i installed [mci] cd-audio in control panel / drivers but media player does not show audio cd as device. :( could you please do a tutorial for getting cd audio working in windows 3.x (including 3.11 workgroups)?

I'll be honest, I'm not familiar with this version of Windows, but I feel a serious need to mention that it's absolutely mandatory to install a suitable graphics capable printer driver if you want TrueType fonts on Windows 3.1. It doesn't matter if the printer even exists or not, or even if it's emulated. But if you want TrueType fonts in the GUI, you absolutely have to install a printer driver. The Epson FX80 drivers come with Windows 3.1 and are rather small and are sufficient for this. I dunno about Windows 3.0 with MME though.

The Tandy OEM edition works just fine in DOSBox-X. Very easy to setup.

The TSB is really just a Sound Blaster Pro 1 clone, so you should be able to use it with the Tandy release.

Windows 3.0 MME replaces original 3.0 WinHelp with 3.1 WinHelp. When you install Excel 4.0 on non-MME Windows 3.0 the same situation happens.
