I have around 1000 games playing Zeus, all of them have been played as support. My build usually force staff then kaya and scepter. Go straight scepter you dont have enough mana for a long fight
I don't think stealing kills is the biggest problem of zeus as a support. It's like 100th place among all the other problems, like no stun, dependance on the level and farm, not the best laning(if you have a lane where you just exchange nukes, he is fine, but if the opponent lane has a kill potential he is almost useless), etc. Multiply it by players not knowing how to play support in general on any hero and you will get a zeus support that has no impact in 9/10 games.

zues support is good you just have to max q impose your will on runes and build actual support items not ags and refresher
Zeus is one of the top supp rn. It's okay to have kills on scaling supps like zeus and nyx.
