Actually the original plot was for Smithers to be the killer but There are a lot of thinking they thought they make it Maggie Just to make Plot even better!! Plus they didn't want to get rid of Smithers or any of the other Popular characters.
That was a partial takeoff on when American President Ronald Reagan was shot in 1981, and when he was admitted to the hospital he said “I hope none of the doctors here are Democrats.”
I like how like 2 dozen people are able to fit inside one hospital room. Also, I love how Burns basically admits to trying to assault a baby and then tries to have that baby arrested for shooting him in self defense.

The most fun about this two-parter is when we were kids, we debated over the summer, the Simpsons comic books had a whole page dedicated to letters written in of guesses. Most people guessed Smithers, I thought it was Bart or Homer. We were all surprised that it was Maggie but in retrospect it makes sense, the clues were all there, and she saw Bart get hurt.

Look closely at the character design. "Krusty the Klown" is in fact Homer Simpson. Homer was on his way to shoot Mr Burns disguised as Krusty, echoing back to when he saw Sideshow Bob rob the Kwik-E-Mart dressed as Krusty. However, he was just narrowly beaten out by Maggie.

I miss the days when The Simpsons had this kind of writing. The answer was right in front of you the whole time with the “taking candy from a baby” line in Part I, but they threw you off pretty well.

Bart had an expression of extreme anger that I don't think I've seen on the show (not to that extent, when he ran up on Mr. Burns). Grandpa Simpson's gun box, with the wind blowing, along with the "hey, that's odd.." lines built tension so well. And, before the town hall meeting, Mr Burns sounded so evil when telling Smithers about his plan to block the sun. Also, when Homer finally snapped and threatened Mr. Burns, while being dragged away.
1:22 is it a kind of ironic how apart from Marge and Jimbo there was no one in sight and then in Split Second after burns collapsing everyone just turns up

However with the additional hair piece it’s actually likely he was planning on killing Mr Burns and tried to impersonate Krusty and potentially frame him in the same way Sideshow Bob did in s1 ep12 ‘Krusty Gets Busted’.

Maggie shot him on purpose Just to pay him back for hurting her big brother and Santa’s Little Helper. In part 1, you saw how sad Maggie was when she saw Bart injured after a burst of oil destroyed his treehouse which nearly killed him and Santa’s Little Helper
Not for nothing before Maggie that was the perfect setup to whichever person listed could’ve shot him. But Maggie having done it was an amazing twist in my eyes. And I feel shows the Simpson Gene manifesting early in her with some of the stuff she does, even for jokes if you think about it.

1 of the best cliffhangers ever. 1995. I was 9 years old & in 4th Grade when part 1 of the episode aired. I remember a lot of people talking about it. There's never been such an exciting & suspenseful cliffhanger ever since. The only 1 that comes really close would have to be the season finale of King of the Hill 2 years later in 1997 when the Mega-Lo Mart blew up & someone (unknown who at the time) died in the explosion. Later revealed to be Buckley (Luanne's boyfriend). For both, we had to wait the entire Summer to find out what happens next.
Krusty started off as homers appearance but they decided they wanted homer to look like it and instead of remaking krusty all together, they just put green hair on him
Originally, Krusty was going to be Homer in disguise. The irony being that Bart idolized Krusty but had no respect for Homer. Eventually, considering that the plot was a little too complicated to pull off, it was decided that they be two different characters.

A lot of the comments on here claim that 'Krusty' is Homer using his Homie the Clown disguise. Even though it's been debunked by show staff as an animation mistake, in my opinion the theory doesn't hold up anyway. Krusty had been on holiday in Reno for six weeks prior to Burns' shooting. He therefore had no valid motive for shooting Burns (assuming everybody who might have shot Burns would have done so as a personal vendetta, not acting on someone else's behalf, which the events of the episode suggest to be the case). Also, if Homer had shot Mr Burns while disguised as Krusty, Krusty would have been arrested and taken in for questioning, at which point he would have claimed that somebody had shot Burns dressed as him. Assuming the police explored this angle, that would lead them to question who might have done this, and why disguise themselves as Krusty specifically. We know Sideshow Bob had done it before, but he would have been ruled out on account of his being in prison when this episode took place. Besides, nobody in Springfield (that we know of) had any reason to frame Krusty for Burns' shooting, so logic suggests that the disguise would have been chosen out of convenience. Focus would therefore switch to who in Springfield has access to the wigs, makeup and clothes that Krusty wears and could pull it off convincingly enough to pass as him. This would lead police to everybody who enrolled at Krusty's clown college in Homie the Clown, earlier in the season. In that episode, however, Krusty states that "there can only be one Krusty in each territory". This suggests that of all the people at the college, only one of them - Homer - would have lived in Springfield, known Mr Burns and had any motive for shooting him. All the signs would have therefore pointed back to him and his disguise would have been worth nothing. P.S. I know that my theory assumes A LOT of brainpower on behalf of Springfield's police department, which is far from a safe bet. P.P.S. Now I'm writing this, I actually wonder if they wrote the Krusty Reno bit because they connected the dots early and knew fans would speculate that it might have been Homer in disguise, so they wanted to rule it out.
I only now realized that the people who pointed out that two of the potential suspects left something behind are people that would be familiar with the suspects professionally.
Possible clues: 1:20 - Turning the screen reveals Burns' hands pointing to S and M, which means Maggie was the shooter Sideshow Mel dictates that the show _Pardon My Zinger_ aired at 3:00PM at Comedy Central. Burns was possibly shot at 3:00PM. Mel saw Smithers on TV, heard him quoting the Madonna line and realized that the line was from the _Pardon My Zinger_ episode that was being aired at the exact time that Mr. Burns was shot. Smithers was probally at home watching _Pardon My Zinger_ at 3:00PM, that's why Mel knew that Burns was shot. A Simpson eyelash (according to a DNA test) appears in the hospital, implying Maggie shot Burnsg
Late, but also: -Burns recognices the person who shot him, during the episodes he remembered the name of all of the Simpson, except Homer -He was struggleing with the scooter, due to Burns weakness, the scooter should be ab elderly person or a baby -Burns was at the parking (behind the building, the only ones that w there there were Santa's little helper and Maggie)

I don't see it within Homer for wishing to put Bart through the pain of losing his childhood idle because he still cares about him despite how much the boy annoys him. However, he would have likely beaten Mr. Burns up and assure that he is able to make a clear getaway with the Krusty's makeup.

Not for nothing before Maggie that was the perfect setup to whichever person listed could’ve shot him.
But Maggie having done it was an amazing twist in my eyes. And I feel shows the Simpson Gene manifesting early in her with some of the stuff she does, even for jokes if you think about it.

I was 9 years old & in 4th Grade when part 1 of the episode aired.
I remember a lot of people talking about it.
There's never been such an exciting & suspenseful cliffhanger ever since.
The only 1 that comes really close would have to be the season finale of King of the Hill 2 years later in 1997 when the Mega-Lo Mart blew up & someone (unknown who at the time) died in the explosion.
Later revealed to be Buckley (Luanne's boyfriend).
For both, we had to wait the entire Summer to find out what happens next.

Krusty started off as homers appearance but they decided they wanted homer to look like it and instead of remaking krusty all together, they just put green hair on him

Originally, Krusty was going to be Homer in disguise.
The irony being that Bart idolized Krusty but had no respect for Homer.
Eventually, considering that the plot was a little too complicated to pull off, it was decided that they be two different characters.

It's extremely disturbing that she lured him to her with her smile. Then again, he had it coming.
A lot of the comments on here claim that 'Krusty' is Homer using his Homie the Clown disguise. Even though it's been debunked by show staff as an animation mistake, in my opinion the theory doesn't hold up anyway.
Krusty had been on holiday in Reno for six weeks prior to Burns' shooting. He therefore had no valid motive for shooting Burns (assuming everybody who might have shot Burns would have done so as a personal vendetta, not acting on someone else's behalf, which the events of the episode suggest to be the case).
Also, if Homer had shot Mr Burns while disguised as Krusty, Krusty would have been arrested and taken in for questioning, at which point he would have claimed that somebody had shot Burns dressed as him. Assuming the police explored this angle, that would lead them to question who might have done this, and why disguise themselves as Krusty specifically. We know Sideshow Bob had done it before, but he would have been ruled out on account of his being in prison when this episode took place.
Besides, nobody in Springfield (that we know of) had any reason to frame Krusty for Burns' shooting, so logic suggests that the disguise would have been chosen out of convenience. Focus would therefore switch to who in Springfield has access to the wigs, makeup and clothes that Krusty wears and could pull it off convincingly enough to pass as him.
This would lead police to everybody who enrolled at Krusty's clown college in Homie the Clown, earlier in the season. In that episode, however, Krusty states that "there can only be one Krusty in each territory". This suggests that of all the people at the college, only one of them - Homer - would have lived in Springfield, known Mr Burns and had any motive for shooting him. All the signs would have therefore pointed back to him and his disguise would have been worth nothing.
P.S. I know that my theory assumes A LOT of brainpower on behalf of Springfield's police department, which is far from a safe bet.
P.P.S. Now I'm writing this, I actually wonder if they wrote the Krusty Reno bit because they connected the dots early and knew fans would speculate that it might have been Homer in disguise, so they wanted to rule it out.
In retrospect it's kind of messed up that Marge left Maggie alone in the car.

It was perfect for that time and the writers were far more intelligent, or at least didn't dumb down their material
Possible clues:
1:20 - Turning the screen reveals Burns' hands pointing to S and M, which means Maggie was the shooter
Sideshow Mel dictates that the show _Pardon My Zinger_ aired at 3:00PM at Comedy Central. Burns was possibly shot at 3:00PM. Mel saw Smithers on TV, heard him quoting the Madonna line and realized that the line was from the _Pardon My Zinger_ episode that was being aired at the exact time that Mr. Burns was shot.
Smithers was probally at home watching _Pardon My Zinger_ at 3:00PM, that's why Mel knew that Burns was shot.
A Simpson eyelash (according to a DNA test) appears in the hospital, implying Maggie shot Burnsg

Homer took his clown college knowledge to dress up like Krusty and shoot Mr. Burns in disguise. Look at the nose it's shaped like Homer's and not Krusty's.

@@djskillx7008 What I was getting at was Homer was about to "attempt" to shoot Mr. Burns. He got ready by disguising himself as Krusty but then the incident with Maggie and Mr. Burns happened so Homer (dressed like Krusty) wasn't able to shoot Burns.

Look closely 1:40 that's clearly not Krusty, it's Homer wearing Krusty makeup. The nose is the big give away. Was Homer on his way to kill Burns, stealing Sideshow Bob's plan from when framed Krusty for armed robbery? Did Maggie simply beat him to it?
I think Homer was going to do something with Mr. Burns. Probably not kill him but injuries him severely. I don't see it within Homer for wishing to put Bart through the pain of losing his childhood idle because he still cares about him despite how much the boy annoys him. However, he would have likely beaten Mr. Burns up and assure that he is able to make a clear getaway with the Krusty's makeup.
