Weather can do crazy things, and I have been through over a dozen hurricanes in my life living in all of the Gulf Coast states. From the way they are talking that it will stay a 3 for a while, and I feel like it is possible to increase to a 4 during that time. It just depends on how fast and how much time from land it is after it hits 3.
