He took out the carbon brushes (with springs) and first cleaned out the motor rotor which was dirty, then laid a fine sandpaper on it (he calls it emery paper). This should be around 325 grit or 400 grit from what I see. He drapes the sandpaper over the rotor, so you get a curve. Then he sands the carbon brush tip against this curve. This leaves a curved indentation in the tip of the brush so that it 'fits' around the rotor during operation. The carbon brush has to hug the rotor closely and not be lumpy or flat or rounded. It should be slightly concave.
Summary: Clean the rotor with a cloth. Sand down the carbon brush tips to fit the rotor. Take off very little just enough to create larger contact area and remove the chips in it.

He's Indian, speaking in Hindi. He's explaining that he will clean the carbon brushes and motor rotor. Often it is the commutator or armature around the motor that also needs some cleaning. You have to be careful you don't take off too much on the brushes so it still makes contact with the motor. Ideally, have some spare carbon brushes for every tool that needs them, stored ahead of time.
