yes if in space you need to deploy a mobile depot . T3s dont loose their rigs when you refit them . E.g you can have a scanning/travel fit fitted and then have a ded fit in cargo as well , so you can then scann and run deds even in other maybe neutral/enemy space as well . More risky of course but can also be rly profitable.

I have never seen someone doing it so i assume no . Would also be a bit OP hidding a cap behind a gate
