So this can be done a couple of ways: of course, if your university has some sort of "class rank" or equivalent honor visible on your diploma, transcript, or some other document which proves your class standing in the top 30% (or better) of your class, then this is quite easy. Otherwise, the university will likely determine this based on your cumulative GPA once converted into the German system. Each university, and indeed each program, gets to decide for itself what counts as "top 50%", "top 30%", etc., but a converted grade of 2,0 or better on the German scale is very likely to satisfy this requirement, and perhaps even a tad lower (2,1 or 2,2, for example, may still count).
