MCC absolutely does use skill-based matchmaking even in social playlists.
SBMM is definitely not working properly but that’s due to low player population in MCC as one of the main factors. So you just end up with literal gods curbstomping you and being put in very unfair scenarios.
343 (by extension Microsoft) is definitely to blame for the low player count because of their incompetent handling of HALO
